After the expulsion of all foreigners from Japan, the Dutch were allowed to settle on the man-made island of Deshima in the bay of Nagasaki. The Dutch trading center there served not only commercial ends, but it was also Japan's window on the western world. In addition, it provided other countries with an avenue of approach to Japan. Thus, from 1637 to 1854, the Dutch alone were able to retain their trading rights. During this period they were able to exercise their mediating functions for other nations, as they did in preparing the way for America's admiral Perry.
